Is there a fix for Requisition Form Auto-Scrolling/Jumping bug?

I am experiencing a severe UI bug in Oracle Fusion within the Redwood interface that is preventing me from submitting requisitions.

When attempting to scroll down or click the "Submit" action button, the page triggers an aggressive auto-scroll/focus reset loop. It forcefully jumps back to the top of the page, making the submission panel impossible to click.

It is very difficult to submit through the mouse/UI interface without manual zoom and keyboard workarounds.

Is there a permanent fix for this issue?
