Performance Document Not Automatically Transferring to New Manager

Issue Description:

The employee’s line manager was changed successfully through the Change Manager transaction, and the new manager appears correctly on the employee’s assignment.

We configured the required profile options and ran the “Transfer Performance Documents with Manager Change” scheduled process. The process completed successfully, but the existing in-progress performance document still displays the previous manager.

Steps to Reproduce:

1. Assign a performance document to an employee.
2. Confirm that the performance document is in Not Started or In Progress status and displays the current manager.
3. Set ORA_HRA_AUTO_TRANSFER_PERF_DOCS to “Line Manager” at the Site level.
