Stop element entries in specific months of the year based on Salary Basis

Summary:

I have a university requirement where we need to have the rates spread out over 12 months for some and 9 months for others (there's a few others in there, but these are the main 2). This would all be based on the Salary basis. So our administrative workers need to have the rates come out every pay period, where most of our faculty need the rates to only come out for 9 months, but be 0.00 for the summer months. I tried a Rate Periodization formula and I'm not having much luck. An element skip rule won't work because
