We have terminated workers who still have pending corporate card transactions that were never pulled into an expense report before they left.
Our process is to set up a delegation under Manage Delegations so an active user (the employee's former line manager) can submit on their behalf.
The delegation itself works, the delegate can see the inactive worker's expenses. But on submit we get:
