Career and Development Redwood - Recommend and Manage Career Roles is not visible (26C)

Hello experts,

we have found in the documentation that from 26C the Recommend and Manage Career Roles is available for Manager and HR as written in the documentation (Recommend and Manage Career Roles for Employees)

We have enabled everthing but the quick action is not available. Are you experiencing similar issues?

@Christine Yokoi-Oracle would you be so kind to give us some insight regarding the functionality?
