Where should Competency Descriptions and Rating Descriptions be visible

in Performance Management

Can anyone help to clarify what information should be visible when using Competencies.

I have created some Competencies in the Catalog, and have added a description to each Competency. I have also created a Rating Scale, and have added Rating descriptions to each level on the Competency Content Item.

When I add a Competency to a Job Profile, the Competency Description and Rating descriptions are not visible. When an employee adds a Competency to their Talent Profile, they can see the Competency description in the drop down, but are unable to see the Rating descriptions

I believe Competencies are not automatically added to employee profiles based on the Job Profile (like Dynamic Skills do). But should it be possible to make the Competency Description and Rating Descriptions visible everywhere?
