Ability to send FYI notification to previous Approver once journal is rejected.

Summary:

We have a scenario where journal requires approval from two users. When the journal is approved by the first approver but rejected by the second approver, only the creator receives a bell notification. Although the first approver can check the status of the request on his worklist page, no notification is triggered for the first approver.

Is it possible to send FYI's notification to first approver when second approver rejects the journal?
