Enroll now button is activated in the self service before the evaluation process is run

Summary:

The enroll now is activated in the self service page when the life event is still in detected status .

The evaluation process is not yet run. Is it a know functionality , Earlier once the evaluation process puts the LE in stated state the employee starts to see the enroll now button.

Is it an intended functionality and could you please let us know which release this change has come.
