ORC Pending Workers Wrongly Evaluated in Benefits Eligibility

Background:
it's been 5 years that the benefits has implemented for our client. Historically, all eligibility profiles (~300 in total) were built using:

  • Assignment to Use: Any Assignment – Enterprise
  • No additional Person Type criteria configured (i.e., no Personal → Person Type = Employee restriction)

This configuration worked without issue for 5+ years because pending worker records simply didn't exist in the client's data — there was no recruiting-driven pre-hire process feeding into HCM.

The client has now gone live with Oracle Recruiting Cloud (ORC). As part of the standard hire flow, candidates are created as pending worker records ahead of their start date. Because our existing eligibility profiles use Any Assignment – Enterprise with no Person Type restriction, they are evaluating (and in some cases treating as eligible) these pending worker assignments — something that was never a problem before because this record type simply didn't exist in this environment.
