Is the Private Goal checkbox hidden by default in Redwood?

Hi Peers,

We are implementing Goal Management. The Private Goal checkbox used to be available by default on the goal creation page. Has this changed recently? We are on Redwood 26C environment and I do not see the checkbox to mark a Goal as Private while creating it.
