Talent Community Candidate Not Appearing in Suggested Candidates

Has anyone experienced an issue where a candidate who joined the Talent Community and is available in the Global Talent Community Pool does not appear under Suggested Candidates for an open requisition, even though the candidate’s profile/resume details match the requisition requirements and the candidate-recommendation synchronization process has been run?
