Can we have suspension setup when the pending action is optional?

Hi, is it possible to make enrollment certification optional when a suspension/interim setup is in place? How would this differ from a mandatory certification? Since a suspended enrollment must ultimately be resolved, employees would still need to provide the required certification to complete the process. Otherwise, the enrollment would remain in a suspended status, effectively making the certification a requirement despite being configured as optional.
