There is no talent profile associated to this person

Summary:

We are facing this issue where Managers are unable to submit evaluation of workers. We have turned on the Autocreate Person Profile Option From Profile Types > Person.

We still dont know how this can be fixed. On SR, we did not recieve any clear idea on what is causing the issue. This is happenening for existing employees in the system. For new hires, we understand there is a profile option for enabling it, but what happens for existing users?
