Send Automated Notification to HR after configuring CSP action is not working in Redwood

Content (please ensure you mask any confidential information): I followed the steps to set up a hiring team notification in the Recruiting Content Library, and configured it in the CSP, at the phase and state "HR, Pending Automated Processing", but it's not working.

The goal is to notify the collaborator on the offer team that the candidate is ready for HR to action once the Recruitment Coordinator selects "Move to HR" in the candidate's job application. During the initial testing phase, it worked as expected, however the notification is no longer getting triggered.
