I keep getting an error when testing SNCP where LEL not reached or 26 weeks service

in Payroll and Global Payroll Interface (GPI)

Summary:

During testing of Stat Neonatal Pay/Leave I have a new hire who has less than 26 weeks and not reached the LEL. I have run as a quick pay , added the Admission information but when trying to add the absence I get this error: An error has occurred. (ANC-3405194) Details: Contact your absence administrator with the following details: Module AbsenceEvalLocInterface, Method invokeLocalizationHook and Error Exception on invoking invokeLocalizationHook(). null.

Anyone have any ideas?
