after P2T multiple LOVs are blank

Summary:


We just did a P2T where redwood was not enabled to start over with ORC and Job Offer Detail LOVs for Department, Location and Job are all blank. ESS jobs

ESS jobs for OSCS were run but LOVs for these are all coming up blank. Is there another setting I need to enable?
