Can a manager will not be able to create check-in documents from "Team Check-Ins"?

Summary:

We are testing check-in process for our client but as a manager we are unable to create the checkin document from "Team Check-Ins" page. Manager is able to create the check in document from Team activity center but we need it to be available under team check-ins page.

Is this intended functionality.? Can someone please confirm.
