Released Maintenance WO Operations are not getting created as activities in Fusion Field Services

Summary:

Hi I have setup the relevant data in OMC and OFFS as per this article

However no WO operation are getting translated into OFFS activities even after several tries. The routing does not do anything. Not suer what is missing and is it possible to create the OFFS activities on the back of the WO operation without the routing . i.e. when a WO is released why not the operation be auto created in OFFS as activity?. Since its OFFS and OFS I believe there is no usage of the OIC based accelerator
