Allow Position Budgeting values to default into Comments on Request a New Position

Summary
Approvers of over-budget position requests need to see the entered budget amount and the remaining budget without opening the position. Today Business Rules can’t put those values into the Comments region or the approval notification.

Business problem
Our customer uses Position Budgeting (Allocate By = Department) and routes over-budget requests to a designated approver through an approval rule. The Request a New Position page shows Budget Amount, Remaining Budget Amount Allocation, Remaining FTE Allocation and Remaining Headcount Allocation. The approver’s notification and approval history don’t include these values, so approvers must open the request to see them.
