Hi,
There is no option to change the budget type for a baselined/used budget.
If the budget has not been baselined then you can still delete the budget details and then the budget version through the application.

Unfortunately, the file name field length is not modifiable. The following KM note has information on a possible workaround. How to Increase Original File Name Beyond 80 Characters on Import in WebCenter Content: Imaging (Doc ID 2238773.1)
If you have any other questions I would recommend opening a SR with Webcenter Content Imaging support.
