Copy the same (12.2.1.4 compiled) abcd.fmx to an environment which is 12.2.1.3 (with the fact that we haven't used any of the new functionality), will it execute and work?
This will not work, and that is what we meant Oracle Forms do not provide backward compatibility. Please see below for each case.
FMX of 12.2.1.3.0 will not work on 12.2.1.4.0
FMX of 12.2.1.4.0 will not work on 12.2.1.3.0
Copy FMB of 12.2.1.3.0 to 12.2.1.4.0 and generate FMX on 12.2.1.4.0 -->This will work
Copy FMB of 12.2.1.4.0 to 12.2.1.3.0 and generate FMX -->This will give error, the FMB is of higher version.

By Forms server, you mean WLS_FORMS? Or Admin server?
Please make sure you have all the necessary prerequisites:
Installation of Fusion Middleware 12.2.1.4.0 Distributions on Red Hat Linux or Oracle Linux Version 8 Fail Checking EL7 Package Requirements (Doc ID 2652061.1)
Make sure not to customise any of the startup scripts coming with the installation.

So do you want to access Reports Builder remotely, from another machine? You can use Remote Desktop Connection.
