What we found is a bug in delivered Peoplecode - FUNCLIB_GP_ABS.PIN_TAKE_NUM.FieldFormula in the function - FillTakeList, where it was checking only the "Employee take list" and not the Manager Take List, if the page is selected from MSS tile. After making the change to use Manager Take list, for MSS, it pulled the Absence types that are set for Manager Only.

Jeremy - you are correct, and it is not really clear until you get into the control tables. Health and Safety is assigned Regulatory Region in the title of Record Group HR_08, but in DMO, it is assigned to STD, USA, and SHARE - but the critical piece is when you look at the Record Group itself - the checkbox to force default setid is not there. I use USA because if you look at the other menu items as well as the display pages in PeopleBooks, they refer to country differences and show screen shots of CAN, USA, GBR.
Hope this helps, but I would match to what you have for the Regulatory Region in the Company Table.
