Oracle Reports is not deprecated, we are trying to evaluate the technical feasibility of making the existing Oracle Reports available in future Fusion Middleware releases beyond 12.2.1.4.0. If feasible, Oracle Reports will not offer any new functionality and only bugs fixes may be made available as for the currently supported 12.2.x versions.
BI Publisher is the option If you would like to replace Oracle Reports. Please look into below links for BIP-Forms integration.
