If you use Oracle Access Manager and properly integrate it with Oracle Forms, you can use GET_APPLICATION_PROPERTY (SSO_USERID) to return the SSO username. You can then decide if you want the user to be permitted to proceed or not.
Attempting to interact with HTTP Header information or other information in the traffic is beyond the scope of Oracle Forms, essentially making attempts to do so not supportable by "Forms".
