There is full documentation on creating "custom" vsa for headers in the same document:
Starting on page 15. Basically it uses an HMR (Header manipulation rule) to grab the data and then insert in on of those VSA's that you saw are defined for 'custom' data. (VSA 200-230). The documentation also has examples for you to help walk through the process.

Please note that RRP is based only on forecast, so is best for long range planning of planned load in hours, typically run only for critical (bottleneck) work centers. CRP is for planned and released load capacity planning so is best for near term planning following an MRP run.
For long range planning (RRP), review KM Solution E1: 33: Resource Requirements Planning (RRP) (R3380/P3312) (Doc ID 627243.1). For CRP, review KM Solution E1: 33: R3382 Capacity Requirements Planning Quick Test Setup (Doc ID 651330.1).
