Hi,
Oracle Payables Supplier Invoices is reserved for transfers from Payables and is not available for use in the WebADI. You will need to user the third party source as you have tested.
Along with the previous information provided, there is a pretty comprehensive note for the troubleshooting the error 'The expenditure organization is not active.' (PA_EXP_ORG_NOT_ACTIVE).

Dear user8930,
There is not any correlation between landed costs applied at the time of receipts and freight update. The freight update is used to calculate shipping costs (payable and billable). The landed costs are applied to the actual receipt line for the product. There is a processing option on the R4981 to update the item cost, but this is only for shipping costs (not landed costs) and is only used when using freight allocation at the item level.

I have another question regarding this case. Approver is getting Edit Requisition Hyperlink in the approval page only 1. if we check the "Full Auth for All Requesters" checkbox or 2. Add specific USERID list under Requesters User Authorization in the User Preferences- Requisition Authorizations. We have already added and enabled Role Action 'CANCHANGEDISTRIB', still edit req is showing up only if any of the above is selected. Is there a way to get Edit Requisition Hyperlink in the Approval page(Approver Tile > Select the req for approve or deny) without using the above two options as approvers need this access to update account code.

May be this is an option:
Your supplier put the incoming calls in a oracle database queue (Advanced Queue) , Oracle forms can register to that queue by an Event. The when-event-trigger will fire when incoming call will be enqueued in the oracle database queue. There is a delay depending the "heartbeat/maxeventwait" parameters. Is there something in the queue and the user does a navigation the when-event-trigger will also fire.

The Forms client works mostly on a "pull" model. Meaning, until the client chooses to interact with the server, the client side will not be updated. This is why Forms includes features like "heartBeat" and maxEventWait". With these features you can gain a bit of control over when or if the client tier gets updated. Other ways that the client will get updated is through navigation. Most moving around within a form will cause network round trips thereby resulting in the updating to occur.
Regarding web socket and Java Beans, this really has nothing to do with "Forms", but the answer to your question is "yes" you can create a web socket connection from a bean. In fact, Forms does exactly that with its WebSocket-JavaScript-Integration (introduced in 12.2.1.4).
