In EBS Inventory, a "staging transfer" refers to moving inventory from a picking subinventory to a staging subinventory in support of a sales order shipment.

This usually occurs during the Pick Release process, where picked goods are moved to a staging area for packing and shipping to customers.

Material Status Control

• Oracle EBS allows you to define Material Status at the subinventory or locator (and also item/lot/serial) level, determining what transactions—such as issues, receipts, or transfers—are allowed.
• The status option 'Staging Transfer on a Sales Order' specifically governs whether this type of movement, associated with outbound sales order fulfillment, is permitted.

Does this impact picking or staging/putaway subinventory?

• Yes, it impacts the ability to transfer material between subinventories:
  • If the status is applied to the picking subinventory, and staging transfer is disallowed, you cannot transfer goods out (i.e., cannot move to the staging area for picking).
  • If the status is applied to the staging subinventory, and staging transfer is disallowed, you cannot transfer goods in (i.e., cannot move picked items into the staging subinventory).

What happens if it is disallowed? What about releasing sales orders to warehouse for picking?

• If "Staging transfer on a sales order" is disallowed at the relevant subinventory or locator:
  • The Pick Release process in Oracle EBS will attempt a subinventory transfer (from picking to staging) as part of order fulfillment.
  • If this is not allowed by the material status, the pick release (move order or transfer) will fail, generating an error (such as "Material status disallows staging transfer on sales order").
  • As a result, the sales order line cannot be successfully released to the warehouse for picking and staging, because the inventory movement is blocked by material status.
  • Only items not subject to the restriction—i.e., in subinventories/locators where the status allows staging transfer—will be eligible for pick release.

You can see a scenario in the below note, where the "staging transfer on a sales order" transaction was forgotten to be disallowed and users ship confirmed the order, even Ship Confirm was disallowed. That issue got resolved after disallowing 'Staging transfer on a sales order '
