I managed to find a form in our Demo environment when using the tiles instead of the menu navigation as per your advice.
It's good to know that Customers are making use of the form functionality. I was hoping that those who are making use of them would add to this post.
Searching the Internet (which I didn't do before posting this question) yielded quite a few results of Customers, who have used this functionality, that one can contact.
It would be interesting to find out who of those Customers have used both Apex and PeopleSoft Forms to extend functionality. Since both are Oracle products, Customers have the best of both worlds. At my company we have only used Apex and not PeopleSoft Forms (yet)

Re: XMLP Return Code 13
Hello,
As I said, there could be various reasons for - "Unable to generate xmlp report. Return Code 13", like the RTF template is using a referenced subtemplate which is loaded with some delay during the RD processing, but not when republishing the RD.
First thing to check will be whether this is specific to one RD job or not.
Then, if the issue can be replicated at will, capture the BI Publisher logs and debug logs. Instructions to capture those are provided in the "E1: XMLP: How to Capture BI Publisher (BIP) Logs (Doc ID 651589.1)" document
If you are unable to figure it out yourself, open a service request with xmlp kernel debug log and xdo log.

These are not duplicates, the Enhanced Functionality has a Base Bug (Bug 37021790) and a set of Prerequisite Bugs (Bug 37029746, Bug 37029404, and many others).
Also, as a general rule, the Bug description is not always relevant and/or a single Bug # can adress multiple issues.
Normally, when using Change Assistant in creating a Change Package for a specific Enhancement/Fix, you should only input the base Bug as all the associated prerequisites should also be extracted automatically.
As we don't know your team's practice of applies fixes, if only the Base Bug is applied and you are missing the prerequisites, maybe the process needs to be revised/rechecked.
