The RU difference is huge, so you should patch the primary first to 19.26 using Out-Of-Cycle patching and apply the same patches that you have on the newly created 19.26 dbhome on X11-2.
Once done, the procedure you described is a possible option indeed.

My understanding is you like to manually change the buyer of requisitions
- In EBS you can move the buyer of PR (Purchasing> Management> Manage Buyer Workload)
- Is Functionality Available to Mass Update the Requisition Buyer, Requisition Requester, and Requisition Preparer? (Doc ID 1082340.1) — use the program to update buyer on requisitions

When there is no 'Created By' or 'Last Updated On' a record, the only way to determine who enters a record is to have an audit record created for the table and that will only be available moving forward. That information is not stored anywhere else in the system so it's not possible to find that information for records entered prior to when that audit record is created.

From all the conditions you enumerated, you can only set the password expiration.
JDE currently is remembering the last passwords and there is no feature to compare the content of the filled in password with the username.
Please open a service request to create an enhancement request to be able to check if the password contains also the username.
There is also an enhancement to increase the number of remembered passwords. Actually the passwords are not remembered. Only their hashes are remembered.

yes , logic can be changed by parameter "sag-lookup-on-redirect" in sip-config , if enabled the hostname found in the Contact header will be searched among configured SAGs .
In case u need there also a couple of rules more , involving maddr parameter , so for this reason I suggest u to take a look at configuration guide , in more detail search for "SIP maddr Resolution" under "Redirect Action" .

If Onhand (available to reserve) plus To be Adjusted Quantity is less than 0, then the physical adjustment will not be processed.
This message appears when there are:
a) Reservations that would cause the proposed adjustment to drive quantities negative.
b) Rows in the mtl_material_transactions_temp table (pending allocations) that would cause the proposed adjustment to drive quantities negative.
c) Posted transactions which have lowered onhand quantities below the snapshot amounts.
