There is no such tool for Middleware. You have the Patch Advisor which is the recommended place to collect the latest patches. I personally pull the data(patch numbers) from the tables for the various product suites to compare with what my environments have. The SPBs will get you most of the way there and anything else tends to be a few one offs. OPatch handles if a patch is not needed or alerts for a conflict that I need to handle. I would suggest using the -report functionality which will mock apply so you can get an idea what to expect before your down time.
If you are collecting inventory and component information, I would suggest collecting the xml versions to make analysis easier. eg:
Component Inventory

$ORACLE_HOME/oui/bin/viewInventory.sh -output_format xml -output_file /tmp/comp.xml
Windows command
%ORACLE_HOME%\oui\bin\viewInventory.cmd -output_format xml -output_file C:\temp\comp.xml

The Australian Parliament has passed legislation making Payday Super reporting a legal requirement. This reform will come into effect from 1 July 2026.

- Understand the new ‘Qualifying Earnings’ value that will be reportable in the Single Touch Payroll (STP) file from 1 July 2026. Review your current elements to determine which will be reported via this new value.
