1. While we are awaiting for others to provide feedback on this thread, here is a KM article which explains how to create AR deposits from a bankstatement (please see TEST FILE after PUM 18):

Have you followed this procedure at your end? If YES, did your transactions load into AR or not? What are the concerns related to RECON_REF_ID? If the transactions were not loaded into AR then you may need to raise a SR with AR team, in case the issue is related to an AR Application Engine/functionality, or Cash Management team if the issue is related to CM Application Engine/functionality.

2. On the regards of your second point, the statement addenda in Peoplesoft allows users to configure:

a) Parsing rules to extract statement addenda.

b) Reconciliation rules to reconcile bank transactions.

Bank Reconciliation uses the Data Export Import Utility to extract the information from addenda on a bank statement. This is an optional feature and can be used if relevant information is provided by a bank in addenda that can help find matches between bank transactions and system transactions.
