Who Creates Item Catalog Entries in Your Organization and How?
Who/How are Item Catalog Entries maintained at your organization?
For example, by default, Requestors could try to order black pens from any supplier.
You have decided that you want to get black pens only from supplier X.
Does a Buyer in the purchasing department create the item catalog entry? Do you have team of buyers assigned to do this work? Someone else?

We recommend checking first with the PeopleTools support team (on Community or via SR), as there are similar but not the exact issues reported.
If they conclude this is an application-specific issue, please create an SR with the Expense Support team and provide a clear example that is replicable in DEMO.
From what PUM Image # did you upgrade from?
From one of the PeopleTools issues I encountered, they recommend the following workaround that may also work for you:
- Create a view with the correct effective dated criteria
- Create a query based on the new query created
- Retest the issue

Upload user needs a . role = "BUYER" or "CAT_ADMIN"
Follow the below steps
1. Go into the responsibility: System Administrator.
2. Navigate to Security > Responsibility > Define.
3. Query up the involved responsibility and copy the value mentioned in the filed 'Menu'.
4.Navigate to Application > Menu and Query up the menu by entering the copied value into 'User Menu Name'
5.Assign PO_CATALOG_BUYER and other ICX catalog administration functions as below to the menu:
Buyer Catalog Access
iCatalog Upload Agreement
iCatalog Document Upload History
iCatalog Download Resources
Add new record with
- Prompt = <Leave it blank>
- Submenu = <Leave it blank>
- Function = iCatalog Upload Agreement (select from LOV)
- Repeat the same also for following functions:
Buyer Catalog Access
iCatalog Document Upload History
iCatalog Download Resources
Save - Concurrent program 'Compile Security Menu' will be automatically launched
From 'Requests' window, wait until 'Compile Security Menu' was successfully completed and then re-test the issue and advise.
