I asked that somewhere and the answer was that Datapatch doesn't use the Central Inventory as it is ONLY performing database changes.
But anyway, running 2 Datapatch at the same time may indeed cause issues, if not the Central inventory. Particularly if sharing Oracle Homes.
What you can do is do staged runs: start one, wait some time (*), start the second one.
(*) The time needed to wait is arbitrary, nobody knows and it depends on "things". A perfect solution though is to wait untile finished, also called serial runs, ie not parallel. Slow but safe.

Yes, it is safe to clean up the installation depot completely, if you do not have any impending updates/upgrades that you are aware of.
eSettlements 9.2 Setup
We are currently on 9.2 Image 43 Tools 8.59.23
We have eProcurment, Purchasing, Inventory, and Payables among other modules. We are license for eSettlements but have never activated it nor configured it. Outside of scouring through PeopleBooks, does anyone have an implementation project plan and Cliff Notes setup steps for implementation so we can see what we are up against and if we need to pull in a consultant?
