NOTICE: Clarification for REDELIVER 2026 U.S. FEDERAL WITHHOLDING TAX CHANGES
After review, the PeopleSoft Payroll for North America development team will not deliver additional changes for 2026 U.S. FEDERAL WITHHOLDING TAX CHANGES. The required updates are already included in PeopleSoft Release Patchset (PRP) 38630519 when applied as designed — to HCM Image 53 and then deployed to your target environment using PeopleSoft Update Manager (PUM). The gaps reported occurred because the PRP was applied directly to the target database rather than to HCM Image 53 and migrated via PUM.
Recommended action:
- Acquire HCM Image 53.
- Apply the relevant PRP to the image.
- Use PUM to select, compare, and deploy the updates to your target environment.
- Validate via compare reports and standard payroll/tax update testing to confirm values present.
No additional patches will be issued for this request, as the delivered PRP already contains the necessary updates when implemented through the standard PUM process. For assistance with PUM steps, please contact Oracle Support.

Favorite knowledge documents (starred) from the previous portal were not transferred automatically. This issue is now partially resolved. Go to Account → Preferences → Previous Favorites to view your previous Knowledge Articles favorites (articles ending with .1).
If your Knowledge favorites were previously organized in folders, they may not be currently visible. We are working to restore access to these favorites for all users.

The primary goal of these changes is to enhance the safety and security of My Oracle Support (MOS)
I get it, we all want more secure platforms. But my goodness couldn't the old platform be remediated? While this monstrosity may have been adequate for the cloud community, it's not ready for prime-time. Where are my systems/assets? I see in another post that it has not been implemented and there's no plans to implement? REALLY? And PLEASE stop posting the FAQs and Known Issues. That's very condescending.
I'm still calling for a complete rollback. I used to work for Oracle and I'm glad I don't now. I would be so embarrassed to face my customers after this rollout…

There are many issues / bugs with the new MOS. Let me list few:
Page are flashing for now reason
Doc ID are not available
Document are not available
Searching a DOC ID but returns many of unrelated documents
Very un-user-friendly
Very hard to find anything
etc. etc.
As a global #1 software company, I feel extremely shame on you that you can't even make such an important portal to work normally!

Oracle: please learn from Yahoo. When they had Yahoo Mail upgraded, they are still keeping old look of Yahoo Mail available now!

There are tens of thousands MOS customers around the world who are using MOS for many years. Myself has been using it over 30 years. We are very familiar with the old version and like it so much. It's ok Oracle want to upgrade the portal, but they should make it better not worst, and at least give global customers a testing period, while making both old and new versions co-exist so that customers can have choice, so Oracle can get feedback and reviews from customers. If most customers don't like the new version, Oracle should listen and keep the old as is. Now they just make only the new version available which is unprofessional and unacceptable. I saw many complains over the internet. Let's urge Oracle either revert it back to old version or make both old and new versions available ASAP!

We understand that you’re both doing your best to help and that you’re basically the messenger here. But what can we actually do to escalate this issue?
Right now, we’ve already
1. seen tons of community posts raising the same concerns about the system being unusable
2. created an idea request that gained solid attention
3. opened an SR, only to receive standard template responses
I’m willing to take this further. I can post the idea link on LinkedIn to gather broader visibility and votes, because that’s usually what drives change in Oracle products. But it’s surprising that something this fundamental, affecting the core support portal, isn’t being addressed with more urgency.
We’ve gone through major migrations before, including the community portal, and even with the initial hiccups, things were handled well. This time feels different.
Any guidance on the right escalation path would be appreciated as we lost one week and am nervous to do my upcoming tools/database upgrade.
Hate to say it, but this really doesn’t reflect Oracle’s core principles.
