ou are correct—when creating a Cluster Managed Database Service in Oracle Enterprise Manager (EM) for a RAC environment, especially when working with pluggable databases (PDBs) in a multitenant architecture, the EM GUI sometimes does not expose all the options available in the command line or may be limited based on version and feature availability.

Behavior in EM 24.1:

In some EM versions, the "Create Service" GUI for a RAC database will allow you to configure basic properties (service name, preferred/available instances, failover, etc.) but may not present a field to assign the service directly to a specific PDB when working with a Container Database (CDB).
This limitation is documented in some Oracle releases and is especially common if the EM agent or plugin does not fully support the latest multitenant features or is not at a matching patch level.

CLI with srvctl:

The srvctl utility provides full control and explicitly supports the -pdb flag, allowing you to associate a service directly with a PDB via an option like:
srvctl modify service -db <dbname> -service <servicename> -pdb <pdbname>

Recommendation & Best Practice:

For now, if you require PDB-aware services in a RAC/Multitenant environment, using srvctl (or SQL*Plus with dbms_service) is the recommended approach.
It's also a good idea to check for the latest Enterprise Manager plugins or patches, as Oracle periodically enhances multitenant support in subsequent releases.
