The Readme for Patch 38583625: 2025 LEGISLATIVE PATCHSET does list bug 38625521 as being included. However, if your admin is not able to find it, you should open a payroll technical service request to have an analyst help troubleshoot.

but you can use autolicensing in the webconsole.
This is a one-time thing that you have to do in the GUI.
This can be used to avoid applying packages to new targets
Then click Apply
After this you should see the list of disabled packs, like mine for example

It is 13.4, but I tried this command with OEM24ai, and it works.
