Invalid user id password when uploading target details to PUM

While uploading target environment details to PeopleSoft Image, getting "Invalid User id and password" error. ID and password for both source and target environments have been validated multiple times and 'Test connection' works fine too.

Troubleshooting done:

1. User ID / Password verified.

2. Change Assistant being used is of higher patch level and is installed from the client location that was generated from PeopleSoft Image.

4. Change Assistant was uninstalled from Add Remove programs and then re-installed.

5. Configuration Manager settings point to PS_HOME with latest PeopleTools version.

6. Reviewed "E-CA The NEXT step button gives a message saying "Invalid Username/Password"? 8.53.06 PUM IMAGE II being used to patch target? (
