why can't a PUM image be used as the source instead of the upgrade image

the above two articles state that upgrade image only should be used as the source and not PUM image.  However one needs to extract all required for upgrade patches from PUM image apply it to Upgrade image.

If the customer is ok to go upto the PUM level as part of the upgrade why can't PUM image be used as the source?  Are there any known issues in doing so?
