Cannot access open approver notification using newly created Junior WF Administrator

I've created a Junior Workflow Administrator to allow a user to administer workflow for a specific item type (HRSSA).  This is working fine and they're restricted to just HRSSA through an instance set.  My only issue is that the user is unable to open a notification that needs an approve/reject (notify approver) notification that is pending.  I want this person to be able to approve/reject on behalf of an individual as the regular Workflow Administrator can do, except just for the HRSSA items.  When the notification is in pending status and the user clicks on the notification, they receive this
