Making changes to PUM Change Package template

Is there a way to retain any changes (adding custom steps, adding/removing steps) to a change assistant template included in a custom change package created using PUM?  We have tried modifying the template within Change Assistant during the Initial Upgrade Pass application phase; however, the template is not automatically exported into the custom Change Package folder and zip file.  In addition, even if we try to export the template manually and use that within the modified change package, it does not work.  As an example, we want to change the first step 'Review Change Package' to apply to 'Both' (IUP
