Is it possible to globally set/restore user personalizations?

I'm trying to determine if we might be able to push/force user personalization settings as part of our upcoming upgrade. It appears that some of our users personalizations are being lost in our CS 9.2/PT 8.55.21 upgrade. For example, when a user navigates to "classic home" where they used to see the "Menu" as shown below, now they see a blank page with only the dropdown menus across the top.

For various reasons noted in these posts, we are going live with a set up in which users can't personalize the classic homepage themselves so I would like to restore the settings for them. Is there a way to do this? Does anyone have any information about where/how this data is stored?
