Resources complete not computing actuals

We are using P6 Professional R16-.2 Release 16.2.7 and We have resources which are commodities we are tracking them. I've tried the settings every way possible but I'm still having issues with a commodity task completing and it not making the budgeted/planned amount  become actuals, instead it well show the actuals as 0 no matter how many there are budgeted. A lot of them  do work properly but there are still way to many that are not computing correctly. I'm leaning towards the calendar being the root cause but looking for advice. Has anyone else experienced this problem or know
