Getnextnumberwithgapscommit - Abnormality in creating second db connection

Recently, we have implemented Disaster recovery for our main site PS campus solution Db. We are in Oracle 12c(RAC) and PT 855.16. Post DR implementation we see issues in our AWE, enrolment, course/class creation functionalities. Since, no proper helping texts found in app server log/trace, it took some time to narrow down the issue. Now, wherever the function getnextnumberwithgapscommit used, some times the transaction goes well, but most of the times ps acts abnormal. Abnormal in the sense, on the button click event(where the GNNWGC called), the page shows processing for longer time and either signs out the user or
