Track expense for Local gov or university

Our local governments and universities are currently using their own tools for purchasing off our statewide contracts. We need a way to track the spend they are doing against these to allow for better negotiations with the vendors. We do not want to add additional work on the end users who already have their own purchasing processes in place. Is anyone else tracking spend against contracts within their PeopleSoft instance, where some of the purchases are not being done directly in PeopleSoft?
Are there any 3rd party tools being used to track expenses that are incurred in this manner.
