How to prevent $active_sessions being populated when performing active duplicate to create standby?

Oracle RAC 2 19.25.0 2 node RAC database at 2 sites (4 nodes in total), configured with Active Data Guard via the broker.

Services configured using srvctl on primary database to support read-write apps & on the standby to support read-only apps.

When recreating the standby using RMAN active database duplication, records appear in v$active_services on the standby once it has been opened read-only. These services are registered with the listeners on the standby nodes and start accepting connections, with sessions appearing on the standby database. This is acceptable for the read-only services, but not for the read-write services as these will fail against the read-only standby.
