Duplicate EIP_CTL_ID numbers generated

PeopleSoft Receivables, Version 9.2.51, Tools Version 8.61.20

The EIP_CTL_ID coming on AR payment staging records are created using the RAND random number generator function. Recently, we have been getting numerous occurrences where 2 payments have the same EIP_CTL_ID number. The second payment basically falls on the floor. So we have really 2 problems. Duplicate EIP_CTL_IDS and no way to manage duplicates when they occur. We also upgraded our Tools to version 8.61.20. Any ideas?
