How to add percentage Markup in a Sales Order?

I'm working on repair orders that have addition fees that are a percentage of other lines on the sales order. How can I do this?

Here is a quick example:

Item a = 50.00

Item b = 150.00

Sub Total = 200.00

EPA Fees(5%) = 10.00

Shop supplies(10%) = 20.00

Total = 230.00
