Could you make the Line-Level Location a required field, which will require population by the user in the event of an edit? It seems like this would 'remind them'. When our clients have run into this, we've created a custom record that allows a Many-to-One relationship. By doing this, you do have to ultimately map it to any documents where it needs to be displayed (Order Acknowledgement, Invoice, Packing Slip, etc).
