Both users experiencing this issue are assigned Employee Center roles. However, we found an alternative way to set up the Punchout Vendor Tiles by navigating to Home > Personalize Dashboard > SuiteApps > Punchout Vendor Tiles, and the tiles were successfully displayed for these users.
