You might try adjusting the % allocated to the sales team to more than just the primary. Right now, your primary is 100% allocated. Might be worth a try.

It sounds as though someone has edited the default sublist search you are viewing. Go to>Customization>Forms>Sublists Under 'transactions' - look to see if someone has linked a saved search to "related records'. If you see it, someone has replaced the native sublist with a custom search. I hope this helps!

You're correct, you cannot do this via an employee self service portal due to the sensitive nature of those forms and the data. What you CAN do is send the forms to the employee via a secure channel like docusign, and then store those forms on the employee records. Make sense?

To use the date buckets you'll need to separate them via saved searches. This is how the Dunning Module does it, too. Create a saved search with your date bucket of 31-60 days overdue. Use the search as the criteria in your condition. Hope this helps!
